Job Summary:
This role supports the Head of Section in managing engineering activities related to the design, development, coordination, implementation, execution, and control of Major Projects, ensuring alignment with the Company’s strategy, commitments, and goals.

The role is heavily focused on providing technical problem-solving, decision-making, and analysis within the engineering department, applying analytical and innovative techniques to support safe and compliant project execution.

 

Key Accountabilities:

  • Lead the review of engineering designs, drawings, and specifications to ensure full compliance with QAFCO, QatarEnergy, MIC, and other regulatory HSE requirements.
  • Ensure integration of HSE design philosophies (e.g., Inherently Safer Design, ALARP principles) into all engineering disciplines and project phases.
  • Validate that EPCC Contractor’s design deliverables reflect the approved HSE design philosophy and project-specific HSE specifications.
  • Provide expert input during design reviews (e.g., 30%, 60%, 90%) to verify compliance with HSE standards and identify opportunities for improvement.
  • Manage the application and receipt of the Environmental Permit, ensuring all regulatory requirements are met.
  • Monitor compliance with Environmental Permit conditions during construction and commissioning phases and coordinate corrective actions (by EPCC Contractor and Company) as needed.
  • Lead or co-facilitate HAZID, HAZOP, SIL, and QRA sessions, ensuring thorough identification and mitigation of design-related hazards.
  • Evaluate the HSE impact of design changes and ensure appropriate risk assessments are conducted.
  • Review and comment on EPCC Contractor and Subcontractor HSE design submissions, including layouts, escape route plans, hazardous area classifications, and fire protection systems.
  • Ensure HSE requirements are clearly communicated, understood, and implemented by all design stakeholders.
  • Conduct HSE design audits and inspections, ensuring alignment with project and regulatory requirements.
  • Act as the focal point for HSE design matters within the engineering team.
  • Provide mentorship and technical guidance to junior HSE engineers and discipline engineers on HSE design integration.
  • Coordinate with Operations, Maintenance, and Construction teams to ensure HSE considerations are addressed in design and constructability reviews.
  • Liaise with external authorities and regulatory bodies to ensure alignment with national and local HSE regulations.
  • Prepare and maintain comprehensive records of HSE design reviews, risk assessments, audits, and compliance checks.
  • Provide HSE input for monthly progress reports, board presentations, and regulatory submissions.
  • Shall ensure Project Close Out with EPCC Contractor in line with PIM and Project Procedures.


Desired Candidate Profile:

  • Bachelor’s degree in engineering or relevant discipline.
  • A minimum of 10 Years of direct and relevant experience within the Oil & Gas and Petrochemical Industry, or EPC company.
  • Good exposure to HSE Design, Process Engineering software design and knowledge in all aspects of Project implementation and execution based on International Standards.
  • Having strong skills of Project Management, Leadership and team management.
  • Preferably having experience in Ammonia & Urea Major Projects.
