Job Summary:
This role is responsible for managing the engineering activities for the design, development, coordination, implementation, execution and control of Projects ensuring consistency with Company strategy, commitments, and goals.
The role is heavily oriented towards providing technical problem solving, decision-making, analysis of engineering department portfolio through the application of analytical and innovative techniques.
The role-holder is required to promote, follow, and ensure fulfilment of the relevant requirements of QAFCO’s Occupational Health & Safety, Environment, Energy and Quality system and standards.
Key Accountabilities:
- Ensure full implementation and adherence to the HSE Regulations and proper follow up of the HSE Procedures and Instructions in all areas of Work.
- Actively contributes to safety walks, reporting of accidents and investigation of accidents, if any.
- Be fully aware of Project Information Manual (PIM) and its procedures that cover the Management System of the Project and ensure strict compliance.
- Assist the Senior Project Engineer in coordinating multidisciplinary engineering activities to ensure alignment with Project objectives, EPCC Contract requirements, and Project procedures.
- Track and report progress of engineering deliverables, highlighting deviations and supporting recovery actions.
- Ensure timely resolution of technical issues and support implementation of design changes and field technical notes.
- Review and comment on technical documentation submitted by EPCC Contractor, including datasheets, drawings, specifications, and vendor documents.
- Verify compliance of EPCC Contractor’s technical submissions with approved project-specific specifications and contract requirements.
- Participate in kick-off meetings with subcontractors to align on technical scope, quality expectations, and schedule.
- Review and support acceptance of fabrication schedules submitted by subcontractors.
- Collaborate with the construction team to ensure proper installation of equipment and systems in accordance with engineering deliverables.
- Participate in on-site inspections to verify compliance with technical specifications and quality standards.
- Monitor engineering deliverables against the commissioning-driven project schedule and report deviations.
- Coordinate engineering interfaces between internal departments (Operations, Maintenance, Projects, Procurement) and EPCC Contractor.
- Support the Senior Project Engineer in managing design changes, technical queries, and field notes.
- Support identification and tracking of engineering-related risks and contribute to the Project Risk Register.
- Provide inputs to monthly engineering progress reports and dashboards.
- Maintain records of technical reviews, NCR resolutions, inspection outcomes, and interface coordination.
- Oversee development and review of process design deliverables including PFDs, P&IDs, heat and material balances, and process simulations.
- Ensure process design aligns with licensor requirements, safety standards, and operational philosophy.
- Lead and close out HAZOP, SIL, and operability studies.
- Ensure fire protection, gas detection, and emergency systems are designed per NFPA and QAFCO standards.
- Support hazardous area classification, firewater system design, and safety layout reviews.
- Participate in risk assessments and ensure implementation of safety recommendations.
- Manage the progress of all activities in the area of responsibility and ensure adherence to the approved EPCC Contract Schedule Baseline and report any deviation to the Project Controls Department through the line responsible.
- Ensure that EPCC Contractor schedule is commissioning driven and follow up schedule and progress including detection of deviation from the EPCC Contract schedule.
- Shall ensure Project Close Out with EPCC Contractor in line with PIM and Project Procedures
- Initiate ‘Project Changes’ affecting his function/ discipline in accordance with the Project Information Manual.
- Shall document and submit Lessons Learned in accordance with relevant PIM procedure.
Desired Candidate Profile:
- Bachelor’s degree in chemical engineering or relevant discipline.
- 5-7 Years of direct and relevant experience in Ammonia Major Projects or Fertilizer Industry.
- Good exposure and knowledge in all aspects of Process Safety implementation and execution based on International Standards.
- Having strong skills of Project Management, Leadership and team management.
