Job Summary:
The Head of Training Administration leads the design, development and delivery of innovative blended learning solutions that align with organizational competency needs, and compliance requirements, ensuring continuous professional growth and improved business performance.
The role is accountable for driving training effectiveness through needs analysis, team leadership, quality assurance, and leveraging technology to maximize learning impact while maintaining comprehensive training records and coordination of seamless training delivery. Additionally, the role holder is charged with sourcing external training solutions and manages external training providers to meet evolving business requirements.
Key Accountabilities:
- Plan, lead and organize the activities of the Section to ensure that Qafco’s Learning & Development plans / schedules are met through the optimization and efficient utilization of available manpower, and external training providers.
- Ensure that Sectional staff members are motivated to realize their potential and significantly contribute to the organization.
- Participate in the annual budget preparation process and provide input to the Department Manager.
- Carry out the responsibility of collecting information and workout budget for the Section.
- Continually monitor progress and priorities and make necessary adjustments, where required, to ensure effective cost control.
- Ensure availability of qualified and competent human resources by initiating recruitment, development, and training, where necessary.
- Motivate, develop, and appraise performance of employees within the area of responsibility.
- Analyze the training needs aligned to the competency requirements and business goals to establish annual training plans, ensuring relevance and effectiveness.
- Implement the blended learning models, emphasizing the 10-20-10 framework, which encourages integrating formal training and social learning activities.
- Coordinate the Qafco-Teaches-Qafco (Train The Trainer) initiatives to ensure learning delivery as per required standards and quality.
- Lead the creation of diverse, engaging, and rigorous learning content aligned to learning paths, ensuring they meet the required standards and quality.
- Lead the team responsible for curriculum development, delivery, quality assurance and evaluating training effectiveness, including return-on-investment (ROI) measurement.
- Ensure the accuracy and currency of academic and developmental progress reports for all participating nationals.
- Keep superior informed on Section’s progress against plans to enable monitoring and co-ordination of overall L&D activities.
- Manage the learning management system (LMS) for administering, delivering, tracking, reporting learning activities, maintaining accurate training records for compliance and future reference.
- Implementation of e-learning solutions including Artificial Intelligence (AI) to support business needs and promote continuous learning.
- Collaborate with the business and lead the implementation of individual development plans to support skills development and performance enhancement.
Desired Candidate Profile:
- Bachelor’s degree (preferably in Human Resources or related fields) from a recognized University.
- Professional certification (e.g., CIPD, SHRM, or equivalent) is desirable.
- Certified Workplace Assessor certification will be advantageous.
- At least 10 years’ experience in Learning and Development, with a minimum of 5 years in a leadership role.
- Proven experience in the curation and implementation of company-wide learning solutions in support of organizational transformation.
- Proven experience in utilizing learning management systems and emerging learning technologies.
