Job Summary:

This role is responsible for managing the Engineering Department and overseeing the development, coordination, implementation, execution, and control of Major Projects, ensuring alignment with the Company’s strategy, commitments, and goals. The position leads multi-disciplinary teams, including section heads, senior project engineers, and engineers, to manage the department in accordance with the Company’s requirements.

The role is heavily focused on management of the engineering team and providing direction for technical problem-solving, decision-making, and portfolio analysis through the use of analytical and innovative approaches. The role-holder is also responsible for promoting, adhering to, and ensuring compliance with QAFCO’s Occupational Health & Safety, Environmental, Energy, and Quality systems and standards.

 

Key Accountabilities:

  • Support the Chief Major Projects Officer by overseeing and managing all Engineering activities, reviewing Project Team lessons learned and in finalizing the Lessons Learned Report.
  • Ensure full implementation and adherence to the HSE Regulations and proper follow up of the HSE Procedures and Instructions in all areas of Work. Including, actively contribute to safety walks, reporting of accidents and investigation of accidents, if any.
  • Manage and lead cross-discipline team and engineering coordination to align with project objectives and EPCC contract requirements, and compliance throughout the major project lifecycle
  • Manage and monitor engineering progress and ensure any deviations or concerns raised by the engineering team is managed and acted upon.
  • Ensure engineering deliverables meet project milestones and commissioning-driven schedules.
  • Review and approve technical specifications, datasheets, drawings, and vendor documents.
  • Verify that material specifications align with project requirements and quality standards.
  • Ensure all engineering documentation complies with EPCC contract requirements.
  • Represent the Company in key engineering development activities such as HAZOP, HAZID, SIL, QRA, and 3D model reviews.
  • Ensure closure and integration of action items from risk and design reviews into the engineering deliverables.
  • Review and monitor fabrication schedules and progress.
  • Coordinate inspections and expediting with QA/QC teams.
  • Collaborate and support the site installation & mechanical completion to ensure the correct installation of systems and equipment.
  • Manage engineering interfaces and tie-in readiness between Company and EPCC Contractor.
  • Contribute to monthly reports, board presentations, and audit documentation.
  • Align engineering deliverables with commissioning and start-up schedules.
  • Manage and monitor progress against EPCC timelines and identify deviations.
  • Ensure compliance with Environmental Impact Assessments and risk management plans.
  • Contribute to and maintain the Project Risk Register and follow up on mitigation actions for engineering-related risks.
  • Coordinate with internal departments (Operations, Maintenance, Projects) and external stakeholders.
  • Support interface management for spare parts, tie-ins, and technical clarifications.
  • Monitor contractor compliance with technical specifications.
  • Ensure readiness and quality of Company-supplied scope and tie-ins.
  • Ensure timely availability of raw materials and Company-supplied items as defined in the EPCC Contract.
  • Monitor schedules and progress, promptly detecting and addressing deviations from the EPCC Contract schedule.
  • Shall ensure Project Close Out with EPCC Contractor in line with PIM and Project Procedures
  • Initiate “Project Changes” affecting his function/ discipline in accordance with the Project Information Manual
  • Shall document and submit Lessons Learned in accordance with relevant PIM procedure

 

Desired Candidate Profile:

  • Bachelor’s degree in engineering or relevant discipline.
  • 15 Years of direct and relevant experience including 5 years at senior/ managerial level within the Oil & Gas and Petrochemical Industry.
  • Having strong skills of Project Management, Leadership and team management.
